On 3–4 March 2026, the 17th meeting of the European Union–Albania Stabilisation and Association Subcommittee for Chapter 24: Justice, Freedom and Security was held in Brussels. The Agency was represented by its Director General, Ms. Anila Alliu.
The discussions focused on cooperation in the field of drugs, with particular attention given to seizures, destruction procedures, and the implementation of measures addressing violations that may be associated with the lawful cultivation of cannabis plants.
For the Agency, this meeting provided an opportunity to present Albania’s approach: the development of the cannabis sector for medical and industrial purposes does not imply an uncontrolled opening of the market, but rather the establishment of a state-controlled system in which every activity must be licensed, monitored, and fully traceable.
During the meeting, particular emphasis was placed on the importance of:
• strengthening the national legal and institutional framework; • establishing effective monitoring and control mechanisms; • preventing any diversion from lawful activities; • implementing seizure and destruction measures in accordance with European standards.
Participation in this process reaffirms Albania’s commitment to building a controlled, transparent, and credible model, aligned with the requirements of European integration and with the level of responsibility demanded by such a sensitive sector.
