Lawyer with extensive experience in the public administration, constitutional institutions and international missions, with expertise in institutional development, public policy drafting, regulatory framework development, and the management of complex processes.

BIOGRAPHY

A Career Dedicated to Public Service

As the Director General of the National Cannabis Control Agency, Ms. Alliu leads the development and consolidation of the institutional and regulatory framework governing cannabis-related activities for medical and industrial purposes in the Republic of Albania. In this capacity, she oversees the drafting and implementation of secondary legislation, the establishment of licensing, supervision, and compliance mechanisms, the development of national registration and traceability systems, and the coordination of interinstitutional and international cooperation.

Her work is focused on establishing a transparent, effective, and robust regulatory system aligned with the legislation of the Republic of Albania, the European Union acquis, and international regulatory best practices.

From 2017 to 2023, she served as an Advisor to the International Monitoring Operation (IMO), a mission established by the European Union and its Euro-Atlantic partners to oversee Albania's justice reform and the transitional re-evaluation (vetting) of judges and prosecutors. In this role, she provided legal and analytical expertise in the assessment of complex cases involving the evaluation of the assets, integrity, and professional competence of individuals subject to the re-evaluation process.

She subsequently served as Advisor to the Minister of Agriculture and Rural Development, where she contributed to the formulation and coordination of public policies, the development of regulatory reforms, and the approximation of Albanian legislation with the European Union acquis. She also served as Advisor to the President of the Constitutional Court of the Republic of Albania, with responsibility for coordinating the Court's international relations and supporting its institutional representation within the framework of the Conference of European Constitutional Courts (CECC).

A significant part of her professional experience was gained in the Republic of Kosovo between 2012 and 2017, where she was engaged in matters related to privatization, enterprise liquidation, and the administration of property rights. She began her legal career in private practice as an attorney and legal counsel, specializing in commercial and corporate law, public procurement, and complex business transactions, including mergers and acquisitions (M&A).

Ms. Alliu graduated with distinction from the Faculty of Law at Luarasi University. She is a member of the Albanian National Chamber of Advocacy (Albanian Bar Association) and is fluent in Albanian, English, and Italian.
