The National Agency for CannabisControl is taking a significant step toward establishing a sustainable framework for the laboratory testing of cannabis samples, reinforcing its regulatory oversight and quality control capacities.

As part of this process, on 16 July 2026, representatives of the Agency conducted a technical visit to the Military Chemical Pharmaceutical Plant (SCFM) in Florence. The visit aimed to assess the institution's laboratory capabilities and establish the operational framework for cooperation in the laboratory analysis of cannabis samples.

During the meeting, the parties reviewed the draft technical agreement, which will establish the framework for their cooperation. Discussions focused on the entire analytical process, including sample submission, transport and storage, laboratory analysis, documentation traceability, and the issuance of Certificates of Analysis.

SCFM presented the proposed analytical testing panel for dried cannabis inflorescences, developed in accordance with the standards of the European Pharmacopoeia. The panel aims to verify the identity, composition, and quality of cannabis samples through cannabinoid profiling, microbiological testing, and screening for potential contaminants.

The representatives of NACC also visited the laboratory facilities, where they were introduced to the equipment, the organization of analytical processes, and the quality control and quality assurance system implemented by SCFM in accordance with GMP requirements.

The visit marked the successful conclusion of the main technical discussions and represented a significant step toward the formalization of institutional cooperation. Following the completion of the final legal review by NACC the parties will proceed with the formal signing of the agreement.
