The Council of Ministers, at its meeting of 22 July 2026, adopted two decisions that complement the legal framework regarding the marking and traceability of the cannabisplant, its by-products and final products for medical and industrial purposes, in implementation of Law No. 61/2023.

The Decision “On determining the requirements for the traceability of the cannabis plant, its by-products and final products for medical and industrial purposes, the rules on marking elements and labels, the procedures and methods for marking and traceability and the authorized authority responsible for implementing the marking and traceability system" defines in detail the technical requirements for the marking and traceability system, the elements of the marking label, as well as the procedures followed to carry out marking and tracing at each stage of the activity.

The system will enable the full tracking of the material from origin to final destination and the verification of its history at every stage, in order to guarantee control, transparency and continuous monitoring of licensed and permitted activities.

The National Agency for CannabisControl is the data administrator and will exercise the functions of supervision, control and inspection, while the company “ALBTrace CO”, JSC., is the technical administrator, as well as the authorized authority for the implementation of marking and traceability.

The decision "On determining the fees and payment procedures for the marking and traceability of the cannabis plant and its by-products and products for medical and industrial purposes” determines the categories of fees related to the use of the system and the implementation of the marking and tracing process, as well as the billing and payment procedures by licensed and permitted entities.

This decision sets out the rules for ordering labels, declaring the relevant quantities and activating them after payment obligations have been met. These procedures aim to ensure a clear, regular and controllable process for the use of the System and the administration of marking labels.

The adoption of these two decisions represents an important step in the implementation of Law No. 61/2023 and in the construction of a modern regulatory system, based on high standards of control, security, integrity and traceability.
