A modern regulatory framework for medical and industrial cannabis requires that every cross-border movement of plant material, derivatives and finished products takes place within a secure, fully traceable and internationally compliant environment. Against this background, the strategic partnership between the National Cannabis Control Agency and the General Directorate of Customs represents a fundamental component of Albania’s national border control and international trade oversight architecture.  

The Agreement establishes an integrated framework for cooperation in the coordination of import and export procedures, institutional information exchange and the oversight of international movements of medical and industrial cannabis. Through coordinated operational procedures and secure data exchange, the partnership ensures that every cross-border transaction is carried out in full compliance with the applicable legal framework and modern customs control standards.  

A defining feature of this cooperation is the establishment of end-to-end traceability across the international supply chain. By integrating regulatory and customs information, the Agreement enables the verification of the origin, destination and legal compliance of every shipment, significantly reducing the risks of diversion, illicit trafficking and unauthorised use of licensed materials and products. It also facilitates the movement of laboratory samples for analysis abroad and strengthens the exchange of operational and statistical information, enhancing institutional efficiency and evidence-based decision-making.  

Beyond its administrative function, this partnership strengthens Albania’s credibility as a jurisdiction committed to implementing advanced standards for the regulation of international trade in medical and industrial cannabis. It aligns national practices with European and international customs standards while promoting transparency, traceability and integrated risk management.
