Strategic Partnership with the University of Tirana

Science Supporting Public Policy and Regulatory Governance

Modern regulatory systems increasingly rely on scientific knowledge, data analysis and academic expertise to ensure effective public policies and sustainable decision-making. Within this context, the strategic partnership between the National Cannabis Control Agency and the University of Tirana establishes a lasting bridge between public administration and academia, placing scientific research at the core of Albania’s national cannabis regulatory framework.

The Agreement promotes cooperation in scientific research, public policy analysis, the development of professional standards and the exchange of academic expertise. Through this partnership, opportunities are created for joint research projects, analytical studies and collaborative initiatives that support the continuous development of an evidence-based and forward-looking regulatory system.

A distinctive feature of this cooperation is the integration of multidisciplinary expertise into regulatory decision-making. By bringing together knowledge from law, economics, public administration, social sciences and other academic disciplines, the partnership contributes to a comprehensive understanding of the sector and supports the development of balanced, informed and sustainable public policies.

The partnership also strengthens institutional capacity through professional development, innovation and the promotion of evidence-based governance. Joint academic activities, conferences, scientific publications and training programmes encourage continuous learning while fostering closer cooperation between researchers and regulatory authorities.

Aligned with European principles of evidence-based policymaking and good governance, this strategic partnership reinforces the connection between science and public policy. It positions the National Cannabis Control Agency as a modern regulatory authority committed to building its decisions on objective analysis, academic excellence and scientific evidence, while investing in long-term institutional development and regulatory innovation.
