On February 28, 2025, the General Director of the National Agency for Cannabis Control (NACC), Prof. Assoc. Linda Pustina, and the Rector of the University of Tirana, Prof. Dr. Artan Hoxha, signed a cooperation agreement for a regulated, sustainable, and innovative approach to the cannabis industry.
By combining academic expertise with institutional and practical knowledge, this agreement will assist in drafting and updating national strategies and regulations, ensuring that Albania is prepared for the challenges and opportunities of this sector in compliance with EU regulations and global best practices. The parties commit to collaborating on bringing innovation to the processes of control, cultivation, processing, and production of cannabis products and by-products for medical and industrial purposes, in line with the most advanced international standards.
Additionally, this agreement will provide legal expertise and contribute to the development of sustainable policies, ensuring an efficient and regulated governance model for the sector.
The collaboration will also extend to interdisciplinary research on the economic, social, and environmental impact analyses of the cannabis industry, helping to develop fair fiscal policies, sustainable models, and the promotion of eco-friendly practices.
A key element of the collaboration will be support and cooperation in scientific research, the organization of conferences and professional training, as well as the creation of opportunities for academic exchanges and participation in national and international projects.
NACC has a clear vision for the future of this sector in Albania as a regulated, innovative, and sustainable industry that not only meets the highest standards but also opens new horizons for economic development, employment, and professional advancement. This collaboration is a concrete step in that direction, placing education and science at the core of the industry’s progress in the country.
